Colonel Ricardo T. Baker serves as Commander, Air Force Reserve Command (AFRC) Reserve Integration Organization (RIO) Det 6 at MacDill AFB, FL. He manages close to 1,500 USAF reservists serving at CENTCOM, SOCOM, SOUTHCOM, AFSOC, and ACC. Previously, he served as the US Air Forces in Europe & Air Forces Africa Operations Liaison Officer to AFRICOM where he maintained situational awareness between the Air Component and the Combatant Command for exercises, planning, operations, and contingencies. Prior to that, Col Baker was the Chief, Center for Coordination & Liaison {CCL) to the Multinational Joint Task Force {MNJTF) in N'Djamena, Chad. As the CCL Chief, he led 13 multinational staff officers with guidance from three partner nations {US, UK, & France). The CCL advised and assisted the MNJTF with intel sharing and capacity building to help restore security to areas affected by Boko Haram.

Prior to this assignment, Col Baker was the Commander of the 655th Intelligence, Surveillance, and Reconnaissance (ISR) Group. In this role, he provided command and control over 7 intelligence squadrons across 4 states and ensured the training and readiness of 650 Reserve Citizen Airmen. Previously, Col Baker was Commander of the 64th Intelligence Squadron {64 IS) where he ensured the training and readiness of 75 Air Force Reserve intelligence personnel responding to Air Force, Department of Defense (DoD), and national security requirements. Prior to assuming command of the 64 IS, Col Baker served as an Individual Mobilization Augmentee (IMA) to the Chief, ISR Operations and Analysis Division, for HQ Pacific Air Forces (PACAF)/A2. While there, he led a team of 35 active duty, reserve, and civilian analysts in creating analysis products to support 3 x Numbered Air Forces, 3 x Air and Space Operations Centers, and 12 x Flying Wings throughout the 36-nation Inda-Pacific Region. Before that, Col Baker was a Reserve Air Attache with Detachment 7 at Joint Base Anacostia- Bolling in Washington, D.C. As an Attache, he planned and organized Defense Attache Operations in support of requirements for DoD and United States Government (USG) policymakers. His experience includes service as a Reserve Air Attache or Acting Senior Defense Official in Uganda, the Democratic Republic of the Congo, Liberia, Zimbabwe, Malawi, Niger, Zambia, and the Republic of Chad.

Col Baker attended DePauw University in Greencastle, IN, and received a Bachelor of Arts in Political Science. His experience as an Intelligence Officer includes providing intelligence 
support to the first active duty A-10 fighter squadron deployed in support of Operation NORTHERN WATCH. He also twice deployed in support of Operation IRAQI FREEDOM partnering with Iraqi field operators to achieve US/coalition objectives. In 2017, he supported Exercise KEY RESOLVE (KR) at Osan AFB; he supported KR again in 2018 and Exercises 19-1 and 19-2 in 2019 as a member of the Joint Air Component Coordination Element (JACCE) partnering with US and Republic of Korea (ROK) forces in South Korea.

Chief Master Sergeant Letitia L. Edwards is the Senior Enlisted Leader for Headquarters Individual Reservist Readiness and Integration Organization (RIO), Detachment 6, MacDill Air Force Base, Florida. She provides support to more than 1500 USAF Individual Reservists and Participating Individual Ready Reserve members within Air Combat Command, Air Force Special Operations Command, Air Force Technical Applications Center, US Central Command, US Special Operations Command, and US Southern Command.
 
CMSgt Edwards was born in Meridian, Mississippi and joined the Air Force on active duty in January 2002, and served in numerous personnel positions at base and Headquarters level. Her personnel experience ranged from Commander’s Support Staff to Total Force Personnel Service Center enhancing warfighting readiness. In June 2013, she transferred to the Air Force Reserve Active Guard Reserve (AGR) program where she served as a Personnel System Manager for Headquarters Air Reserve Personnel Center and Headquarters RIO executing system security and system analysis for solutions. Before assuming her current position, she worked in dual role as the Superintendent and Military Personnel Flight Chief of 340th Flying Training Group, Joint Base San Antonio Randolph, Texas, where she was responsible for providing personnel program requirements for the largest flying program in Air Force, consisting of 425 instructor pilots and seven Geographically Separated Units. She provided expert guidance and insight to the commander on all matters concerning readiness, training, professional development, health, morale, welfare, and effective management of Reserve enlisted members.
